arch/arc: Implement <asm/fb.h> with generic helpers 



Replace the architecture's fbdev helpers with the generic ones from
<asm-generic/fb.h>. On arc, pgprot_writecombine() and pgprot_noncached()
are the same; hence no functional changes.
