ARM: dts: nuvoton: Add Quanta GSJ BMC

The Quanta GSJ BMC uses the Nuvoton NPCM730 SoC.

Included features:

 1. Image partitions
 2. PWM fan controller
 3. USB device
 4. Serial port
 5. FIU
 6. LEDs and GPIOs
