dt-bindings: devfreq: rk3399_dmc: Add rockchip,pmu phandle.

The Rockchip DMC (Dynamic Memory Interface) needs to access to the PMU
general register files to know the DRAM type, so add a phandle to the
syscon that manages these registers.
