staging: r8188eu: remove duplicate bSurpriseRemoved check 



We don't have to check bSurpriseRemoved in the SwLedOn function.

SwLedOn calls rtw_read8 which in turn calls usb_read. This function checks
bSurpriseRemoved for us.
