staging: rtl8723bs: ioctl_linux: Add preferred spaces

Fix the following checkpatch issues:
- CHECK: spaces preferred around that '+' (ctx:VxV)
- CHECK: spaces preferred around that '&' (ctx:VxV)
- CHECK: spaces preferred around that '|' (ctx:VxV)
- CHECK: spaces required around that ':' (ctx:VxV)
