Staging: comedi: Kill comment art in hwdrv_apci1500.c

Nudge the commenting in this mess a little further from 'bad.' Much of
it was incorrectly indented.

Another sed cleanup:
  $ sed -i -e '/\/\*\*\*\*\*\*\*\*\**\//,1d' addi-data/hwdrv_apci1500.c
