kbuild: factor out genksyms command from cmd_gensymtypes_{c,S}

The genksyms command part in cmd_gensymtypes_{c,S} is duplicated.
Factor it out into the 'genksyms' macro.

For the readability, I slightly refactor the arguments to genksyms.
