pinctrl: spear: guard sub-directory with CONFIG_PINCTRL_SPEAR 



CONFIG_PINCTRL_SPEAR is more suitable than CONFIG_PLAT_SPEAR
to guard the drivers/pinctrl/spear/ directory.
