drm/amdgpu/mmhub: switch to amdgpu_mmhub_ras_late_init helper function



amdgpu_mmhub_ras_late_init is used to init mmhub specfic
ras debugfs/sysfs node and mmhub specific interrupt handler.
It can be shared among mmhub generations
