staging: r8188eu: remove ODM_ConfigRFWithHeaderFile()

The function ODM_ConfigRFWithHeaderFile() is just a wrapper around
ODM_ReadAndConfig_RadioA_1T_8188E(). Remove the wrapper and call
ODM_ReadAndConfig_RadioA_1T_8188E() directly.
