[PATCH] docbook: merge journal-api into filesystems.tmpl

Move journal-api into filesystems.tmpl as a Chapter.  Applies on top of the
previous docbook: make a filesystems book patch.

Remove trailing whitespace from journal-api chapter.  Align some of the
tags.
