staging: r8188eu: simplify _InitNormalChipTwoOutEpPriority

Simplify the _InitNormalChipTwoOutEpPriority function, now that we have
only one configuration for the queues.

Remove the variables which are constant. Keep only those settings that
depend on wifi_spec.
