rcutorture: Remove obsolete BOOTPARAM_HOTPLUG_CPU0 Kconfig option

Now that the BOOTPARAM_HOTPLUG_CPU0 Kconfig option is in the process of
being removed, it is time to remove rcutorture's use of it.
