staging: rtl8192e: Remove PHY_SetRFPowerState and rename StateToSet

Remove macro that replaces PHY_SetRFPowerState with
rtl92e_set_rf_power_state and rename StateToSet to avoid CamelCase
which is not accepted by checkpatch.
